Well, female werewolves have the same ambiguous bulge as male werewolves, so I guess turnwolfabout is fair play.

Just like some hair colors are locked behind what race your character is I guess...

...and I would totally approve of there being a crown store purchasable unlock that allows cross-racial hair colors, and one for cross-gender adornments! And then sell more appearance change tokens so people can use those for their characters... (See ZOS, there is profit to be made here, PROFIT I say! You know you want to... ;) )

Well, as I once posted... they most likely would make that sort of thing a crown store purchase!
Maybe... Petition for crown store purchasable crotch bulges? :p;)

Most of the gender locks you see on things like that were from the launch days when ZOS, just like past MMOs (looking at you WoW), actively made female gear different from male gear, including female accessories, etc.
Lately ZOS has all but abandoned that method of designing their content, but traces of it remain in things like what you described, which were added long ago and were never updated to remove the restriction. It would take a lot of time to adjust those accessories for male character models and I suspect ZOS simply doesn't have the time to dedicate to it.

You DO realize that sort of thing kinda is already in the game, right? Remember a certain quest in Malabel Tor with a certain group of "circus folk"? Remember the bearded lad(y)? If I was ZOS, I totally would refit some new options to that one, flowers in the hair, perhaps more like costumes that were not available back in the day and so on...

    [snip]
Weeeeeeeelllllll... that is debatable, but seeing on how ZOS seems somewhat reluctant to even remove the "modern style bra" that females have under their armor even tho it would be quite historically accurate for medieval-ish clothing conventions... yeah, I don't see all the "oppai!" lovers getting their dreams realized happening anytime soon...

Depends, there are a lot of funny looking folk out there, and the varietee is as wide as jokes. Some are just "groaners", others are really well done and make one nod in recognition of the well spent effort...
And I am not just talking about orcs in wedding dresses, I am talking about a much wider range of fun fashion offenses... ;)

Real chest armour isn't flat. It's either curved or angled, in order to try to deflect thrusts from straight on. This creates a gap between the chest bone and the armour that is usually padded, but which also means most women would have no difficulty wearing it. Armour with size DD boob bumps was created for the 15 year old male player market.

    Folks should watch shadversity...

Real armor also often had a codpiece so well crafted that you almost could have "used it" on someone...
    - and if that isn't a target for an axe... I dunno what is...

There is also a lot of armor with a corset so severely angled it would be hard to NOT have a blade get guided into cutting the wearer in two...

I believe he also covered 'bosom' armor, but I'd have to look again - because I remember him saying it might have been real in those rare cases of female armor. That or he breaks down why it might actually be a good idea...

We often forget that some of the most basic things about 'motion physics' to us modern folks were not to people just a few hundred years ago...

Like the famous Dr. McCoy quote from Star Trek IV about 20th century medicine being 'stone knives and bearskin rugs'... what made sense to people just a little bit ago is savagely stupid now.

Oh, found it... turns out somebody made this thing called google and I can use it now... ;)

Here is Shad on female armor:
    https://www.youtube.com/watch?v=lBtvS5yhTA8
    - which also has the bits about those codpieces and male corsets...

Shad is great for looking at how BAD fantasy usually is on these topics... as well as how sometimes fantasy does something that's a great idea that should have existed, the tech was there for it, but for some reason it wasn't historical - like the whole 'staff or 2H weapon on a back sheath' thing.

Personally I don't care about the flowers, but I definitely feel like none of the adornments/hairstyles should be gendered. I especially want my dudes to be able to have piercings. Nose, lip, eyebrow, etc.

I think females could and should be able to wear male hair styles.
Some of those hair styles were unisex in Oblivion like the Breton Tonsure. As far as I recall that was an option for both genders in that game. There is many hair styles and female hairstyles that should be made uni and most hair styles or all of them could be made uni so why restrict them?
Sure males should be able to wear flowers in their hair as well, I mean why gender restrict?
I think it would be popular for them to make the hair styles unisex.

Male characters should be allowed to have no body hair as well. If you want to make a feminine altmer male, you need to cover his body to not see all that lame body hair in it. Link from Zelda series has no body hair for example.

Neither did Conan the Barbarian, Schwarzenegger movie version...

And traditionally, there have been several historic cultures where shaving off body hair was a thing, in some for priests, in others for some gladiators or other performers... (and in some to get rid of lice hiding in the "bushes")

So... yeah, that should be an option for ESO as well!

It does seem weird. My male char can go full drag but that circlet is for female foreheads only. Maybe it's the adornments glue that doesn't work for males? I mean, every adornment apart from the eye patch and the blindfold is holding up with glue in this game, right?

And while at it, give OPTION for females to use male plate armor styles. I have nothing against metallic bra etc, but those "boobs" are simply not immersive on full plate armor. Plate armor is designed to reflect hits to outside from body and not to center of the chest.

I can wear whatever I want to wear IRL... it's technically possible to say the least, so let me wear whatever I want to wear in a video game! Please???
