Lag in Cyrodiil fixed?

Does this fix all of the many problems with lag we have on Xbox in Cyrodiil? They have been promising they would fix it since the Imperial city came out. I have great internet and the Xbox one X and use an SSD drive.

    Don't get your hopes up, small fixes that get implemented won't fix a "bigger picture" problem. If anything it gets worse every patch.

    Whatever changes they are making won't be tested in a large scale, as we have no CP campaign on PTS anymore.

    What?! Why not? Don’t they need to test CP on the PTS before they release the dlc?
