Oh boy, can't wait for even more Daedric Artifacts in PVP. Here's a suggestion, the Mask of Clavicus Vile, it lets people disguise as another alliance. Have some REAL spying going on.

I think he's feeding off of the general absurdity of Cyrodiil zone chat.

The hammer might make "some" kind of sense if it was given to the faction with the fewest Keeps at the time, to enable them to grab some back. But since its random, if it doesn't spawn behind gates then its the faction with the most keeps, and thus the fastest to be able to travel the map to grab it, which gets it the most. This just hands an unneeded advantage to the dominant faction. It's really a joke when you see a massive zerg approaching a Keep with the hammer, you might as well just throw yourself off the walls to your death because unless you have a lot of defenders and can take the hammer down outside, they just storm the Keep in about 30 seconds and its lost.
