IIRC Seducer is the Craftable set that Reduces Magicka costs by 10%
Battlefield Acrobat is a stam set that reduces all costs by 6%
Alteration Mastery is a magicka set that reduces by 6%
There are a few more i think, its just that they stack multiplicative not additive. So the more you have the less effective it is
There are alot of ways to reduce cost, sets, glyphs etc. But the question is why would you want to be a vamp lol? You are loosing alot of dps if you wear cost reduction sets, glyphs. Vampire skills and passives dont overweigh the loss of other stats. I theory you can cheese target dummy parse if vamp but it's not gonna work in dungeons/trials.
Vamps gonna be good for RP only.

Haven't tested this out on pts... but is this what you are looking for

What about stamina players?
Sustain sets or not if the current Vampire skill line on PTS will be the same on the Live Servers I will cure my main character of Vampirism.
The cost of being a Vampire is too high while there aren't enough worthy rewards.

only reward really is sneak speed at level 1 and need level 4 for the invis when running. I am keeping it on my one stam character because its a nightblade that is used only for stealing. so i get my sneak speed and a 5 percent increase which is easily offset being i wont be doing hardly any combat

Well I'm one of those people that do roleplay. I'm better at knowing Roleplay mechanics then all this game meta mechanics or whatever. If I do need to do a vet dungeon or trial. I would attempt to build at least something up if I have too. So well not much of an issue. Want to make sure I don't run out of resources and at least be able to cast abilties when I need too when in pve or a battlegrounds. I will likely not run at stage four most of the time because I really hate the looks of it wish they flipped the script on the appearances. Well if I just run in stage two well I might not bother as much with such a reduce sets however I might put something on to reduce some of the weakness.

That actually increases the cost of non-vampire abilities.
Doesn't look that way, I am pretty sure it replaces the current vampire values with the new values, at least that us how it reads.
