Though, most of Tamriel's vampires do cast reflections. There's one clan, a Bosmer one I think, that doesn't cast a reflection, but they're the exception.

Actually according to a book and Sheogorath's dialogue in TES Legends, they do not cast a reflection.
The book regards how someone saw a Vampire not cast a reflection on the water or something and Sheogorath talks about a House of Mirrors and how easy it would be to find a Vampire in one.

Doubt ZOS has the technological capabilities to apply this to gameplay.

I'd like to add that in Cloudrest on veteran difficulty you'll notice if you die during the Sea Sload fight she'll command your shadow to fight for her. Its interesting to say the least and is a very important part of that fight.

True but it makes sense for Soul Shriven to have reflections, because like daedra they have Vestiges a type of proxy soul that is more daedric aligned then anuic. The vestige Hero also has that proxy soul and some anuic stuff in him/her that allows him/her to reconnect to Mundus , the thing that allows them to reform after death. So even without their souls they still have a daedric vestige counterpart.
