✭✭✭I think that you need to make a brand new character to get access to those. if you want it to be CP 810, make sure you select that on the character creation screen- there's a drop-down on the top left of the screen.
You have access to basically everything, so if you want to test new stuff on an existing character, you can make a new one, get the gear you want to try, then drop it into a bank or buy a storage chest and stow it. Your other characters will then have access to it.
Note that you can't store the coffers themselves- you need to pull what you want out and can then store that.0
