This should be the focus IMO.

For starters, the faction change shouldn't be crown driven. We should have quests available to become spies or mercenaries for opposing factions and so long as they limit the transition to one per account per week/month it should be enough alleviate any real impact these could have on overall PvP balance.

As for the other things you mentioned, this absolutely needs to change. Mount Skills, Skyshards, guild skill lines, etc should be account wide and not require crowns to give an alt something they've already put a fair bit of effort into to get. I know the whole driving point of this game at this point is the crown store but I'd be interested to know how many players legitimatley use crowns for this, and of those who do, are they doing it simply because they have so many crowns they don't know what to do with because of their ESO+ subscription.

Things that make existing players want to make alts and things that won't get in the way of new players should be streamlined. Chief among them things like riding skills, skill point attainment, etc.

Yup was once against it.
But they have gutted and neutered night blades to the point where they are irrelevant.
Id like the ability to change my main that I have all my achievements on to an easy mode class that gets better damage, better group utlity, better survivability and easier rotation than nb.

Exactly my point, it's not about meta hopping, it's just adjusting a main character
