What do they mean - proc chance removed? Does it it now proc every time after the cooldown with damage? This would make this a pretty great set if so...

VaxtinTheWolf✭✭✭✭✭Also chiming in to say I tried this on my stamina templar tank(PvE). It's immediate, and and procs off cooldown as long as there is damage being done. The only issue I have with it, is that it wouldn't stun off cooldown because immunity is 7 seconds while the set is on a 6 second timer. It should considering the earthquake triggers after 1.5 seconds
