First of all, bumping for the sake of bumping is against forum rules.
Now that we have this established... When mods "purge" threads and delete comments they reduce the amount of visible posts in the topic. But in the background the system remembers the amount of posts which actually were there. The topic will then not light up as if it has new messages or be moved to the first page until the original pre-purge amount of comments is reached.

There is this.
However, I have only seen mods close or delete a thread or remove/edit posts in a thread. I have never seen them make it so a thread does not bump to the top of the category. Heck, the subject of the thread is of no consequence to Zos. They would not care about that thread as they take the real poll every month.

I've noticed this before, it's a flaw in the forum engine.
