EDIT: To clarify, there are far better ways to "fix" the issues with Fury/Wrath in PvP.
For example, make it a proc requirement that in addition to the enemy falling below 20% health, you must also have hit them with Curse and/or Frags not more than a few seconds ago. This would preserve its function as part of Sorc's delayed burst toolkit, while making it useless as a "spammable execute" in PvP.
Of course that would cause other issues in PvE, so maybe a Battle Spirit tweak is in order there.

The problem with mSorc toolkit is that in its current form there isn't any ability which could become a spammable (or become an execute if Fury/Wrath is made into a spammable) without becoming too overloaded.
Since having an execute attached to a spammable - or even a semi-spammable such as Frags - is not good game design by any stretch of the imagination.
Sorcerer needs no execute. Mage's Fury is the worst execute apart from stealing kills with its lingering debuff.
With a 20% treshhold, it is very much useless in my eyes. I'd rather they give magicka an open source execute similar to the 2 handed execute.
