Is it a Neutral campaign in Cyrodiil or in the Alliance territories you speak about? Campaigns can't be neutral by it's definition, by it's concept. I don't understand your idea, please, explain it.
If you did that it'd be the most boring PVE zone in the game as there are only a few towns each with only 2 quest givers. These quests are not very well written and have you going out to do menial tasks. Also lets not forget how long it takes you to get from point A to point B. Cyrodiil is jokingly called a horseback riding simulator for a reason.
It's a good idea but I wouldn't expect it.
ZO are married to their stupid implementation of PvP. Which truly is stupid because the PvE story tells us that the war is a plot by Molag Bal. So anyone who participates in PvP is helping that colossal ***.
It is possible to get the PvE content done there though with minimal pvp.
Wait until your horse is fully trained so you can ride by / away from a lot of pvp.
Make a full set of stealth gear. Even if you're not a stealth type, that gear can allow you to sneak into towns not under your faction's control to pick up and turn in quests. You can also sneak quickly through delves to objectives to minimise the opportunity for enemy players to chance upon you.
There's just one Cropsford quest which is difficult because an NPC you need to talk to outside is always within sight of guards. But with really rapid 'e' pressing to progress dialog it's possible while the town is under enemy control. I did it recently. I had to run away after turning in before I could circle back to pick up the next but managed it.

It just sucks when you're a DC player and you travel all the way South near the Gate of Mnem to do saltwater fishing just to get killed by AD. Or to travel all the way across the entire map in hopes of getting all the quest completed in Cropsford in order to unlock a achievement, but yet you get killed by a opposite alliance player. When you did not come in there to play pvp.

Make a entire campaign in Cyrodiil neutral without war between alliances and no alliance points given, just for PvErs. It doesn't need to be called a campaign, just a mode in Cyrodiil where everything is neutral.

They merely want a PvE Cyrodiil instance. They are just being overly complicated in explaining this and using incorrect terminology.
Zos clearly put some aspects of the game and place them behind the PvP wall and those quests and delves are part of that design. It was likely a decision with intent. Besides that, go to a pretty empty campaign and be a little careful and a PvP attack will be very rare.

Yes, agreed with you. I've just replied the same way up there. To me it's all logical and correct there, though I understand the hardships of those who find themselves on a battlefield with no intent to participate. However, it is war and we all have to keep that in mind. Those who don't do it get killed. It's just like coming into a den of thugs, showing them your money and asking them not to beat you because you do not approve their ways and just passing by. I think it is silly.
