Once a veteran friend told me that you could light attack, and instantly cast a skill, and you should do it every skill, i could do it right away

Spend a couple hours on a target dummy. Don’t worry about dps. Don’t rush. Just light attack skill.

Twenty minutes sounds about right. That's how long it took me when I got a hold of the Imbue Weapon skill before I learned how to weave. It requires light attack weaving to even work, which helped me get better at the game.

There is really not a lot of reason to practicing it specifically on a dummy. Just play the normal content and practice there, you don't need to be good at weaving to play any of it to begin with, so growing with the content is a lot better then just doing dummy parses as a weaker player.

its different for every person. because it is dependent on your reflexes, sense of timing and rhythm, connection including latency, how quickly if at all you develop muscle memory, whether you are able bodies.. heck even individual age can contribute.

there will always be someone who will get it right away, someone who will get it with some practice, someone for whom it would take far too much practice to justify spending THAT much time on a video game and someone who will not be able to learn the execution at all.

as for post above claiming that you don't need it to clear content? false. you do. because even though mechanics are paramount, there IS a minimum requirement of damage that must happen in order for the boss to die before the group gets overwhelmed. being really good on a target dummy is not enough, but you still need to be able to deal a certain amount of damage WHILE executing mechanics. for harder content in the game - its not one or the other. its both.

I play around 250~300 latency in average. Using Logitec wireless keyboard and mouse. As a casual player, I heard of some weaving stuff before, but never deeply dived into the concept til recent days (the day when ZOS proposed LA / HA changes). Honestly, I tried my dps on the target trial dummy that day for the first time. At the first attemp, I recorded around 20k dps. With some good rotations out there, dps went up to 44k. After some practicing, it hit 50k under half an hour. Then I moved to PTS with LA / HA changes there, and hit over 62k thanks to the gold gears. To me, starting with weaving is not that difficult stuff. If you are to hit over 80k dps, that'll surely take some time. But... would you need that high dps to clear all contents? I doubt...

It's muscle memory. It's not complicated to do LA -> skill -> LA etc. And you don't have to be absolutely perfect to do all content. If you can grasp the basics of weaving AND you can follow mechanics, you're good to go.

What content exactly has a minimum damage threshold so high that it requires good weaving to clear it?

Took me a couple of minutes back when I didn't know the game very well to learn how to weave with LAs, medium weaving and heavy weaving in duels. Not really sure whats so difficult about it to be perfectly honest, you just press one button and then another quickly after pressing the first.

depends on the person.
just learning the timing of LA on one rotation doesn't take very long, mastering it (above 80% LA rate in combat situations) takes a bit longer.
learning the timing of your LA on all your skills/rotations over multiple characters/builds does take some time.
