I can't figure out how to submit a proper inquiry in the tickets section so I figured I'd ask this possibly dumb question here.
I bought ESO on PC in April 2015 and played up until around June or July and moved to PS4. I honestly can't remember if I transferred my account to ps4 server or not, is there a way to find out? And if not, I have my account linked to Playstation, am I still able to download the pc version (when I finally get my new pc) and play my old account? I do not think I bought it through steam either.

If you bought and played on PC then you can still login and play that account. This is true even if you participated in the console transfer. Your account will have been frozen in time since 2015, and you can download and play it to your hearts content.

That makes sense, thanks. Should I bother linking my steam account?

I wouldn’t. Personally I avoid Valve and the Steam client whoever possible. Many people play ESO through the Steam launcher happily, but there have historically been issues between Zeni and valve that aren’t always quick to resolve.
