Think about it for a moment. When you swing a baseball bat in real life, it uses energy, when you swing a tennis racket it expends energy. Running expends energy, so does sprinting; just like in Elder Scrolls Online.
Why wouldn't stamina be utilized when your character was heavy or light attacking? Does running give you back energy? Does boxing, playing baseball, all of the above, give you back energy? No, it does not. It depletes your energy and makes you tired.
If light attacks used resources it would revert the weaving meta almost instantly. Why even light attack you might ask? Well, the cost benefit could be found in skills. Skills that enhance your light attack damage could allow you to use light attacks for a greater damage yield than the cost. This would make them somewhat essential. Also, the resource cost could be minute and be something you do use as you are restoring resources.
Resource restoration could be achieved by somewhat tweaking sustain to pre morrowind style but not as extreme.
