✭✭✭✭✭I do not mind the heavy attack requirement. I do mind the silly Off Balance requirement. Now a player needs to drop everything and do a heavy attack immediately to fit it in that small Off Balance window. And then boss will probably jump or teleport or burrow underground or whatever at last second, so your fully-charged heavy attack does not connect. Now you wasted all that time for nothing.0 -

Yea, it means that the proc condition on the sets is to perform a heavy attack.
It’s just a theme, just like how HOF had an ultimate activation theme.

Roaring Opportunist can only affect a target every X seconds

Of course they would be attuned to the proposed changes. I mean honestly, why is anyone surprised? No, this does not mean the proposed changes are here to stay. But you can't exactly test these proposed changes without sets being attuned for them. If they scrap the changes they might change the proc conditions too... or they don't. There have been plenty of sets asking for a fully-charged heavy attack before that.This Bosmer was tortured to death. There is nothing left to be done.0 -

The sets aren't on PTS yet, the current patch on PTS is an 'off-cyle' supposedly unrelated to greymoor. What you're saying doesn't make any sense unless the 'off-cycle' is actually 'on-cycle' and the proposed changes are prepared for greymoor.0 -
Well... we don't have the numbers, and aside that Malacath thing I don't see anything else overly interesting, so probably I'll be waiting to see the vampire changes. Aaaaand here we go with the portion of the ESO community that thinks that anything new added to the game via paid expansions is p2w. I've been playing mmo's for 20+ years and have never seen anything quite like it.
Guys I paid for Vanilla WoW back in 2004 but if I wanna play the expansions I have to buy them? P2W!!!!!1
