Of course they would be attuned to the proposed changes. I mean honestly, why is anyone surprised? No, this does not mean the proposed changes are here to stay. But you can't exactly test these proposed changes without sets being attuned for them. If they scrap the changes they might change the proc conditions too... or they don't. There have been plenty of sets asking for a fully-charged heavy attack before that.
oh and if you want these new trial sets that benefit from these changes, of course you need the new chapter ^^
