Well this does help latency,. It does seem to stabilize my latency reducing ping spikes and when it does spike the spike isn't like 999 and more like 700 something . Which is a big factor in performance.
Did it again just a few minutes ago and it seemed to have helped. Basically I think Eso uses a lot of dns traffic and cleaning the Cache of dns addresses of websites stored overtime I think helps with Eso latency. At least that is the theory.
ipconfig /flushdns
Go to command prompt and just put that in. See if it helps you any.
Command prompt then just type ipconfig /flushdns hit enter.
