Aren't we able to change campaign at end for free?

Both Gray Host and Blackreach just ended in the early morning (Australia time).
I wanted to put one toon into Blackreach. This toon is presently in Gray Host.
I thought we could do so at no cost whent he camapigns end?

✭✭✭✭✭When you select a new 'home' campaign, you get an option to switch now for a fee, or free at the end of the campaign. For the locked campaign, all the opposing alliance must already be removed from it before you can get the option to join.0 -

✭This toon is homed in Gray Host. I wanted to move her to Blackreach.
Both campaigns had just ended hours earlier.
I was under the belief the change should have been free and immediate.

✭✭✭✭✭You have to select the new home campaign before it ends, then wait it out. In your screenshot, if would have selected the 2nd option the cost would show 0.0 -

I 'solved' it though by using the 2x XP event to level a stamsorc. She'll be my Blackreach toon.
