Terrible FPS - what am I doing wrong?

So, a few months ago I did a complete PC upgrade.

At the moment I'm running:
  • Ryzen 5 3600X
  • 32GB RAM
  • GeForce RTX 2080 SUPER

I expected that I could run the game on ultra settings no problem, but as you can see (in my screenshot) when I'm in a town, my FPS often dips to as low as 37fps.
I'm not even running in 4K but only at 1920x1080.
What am I missing here?

    Frame rate is probably the only issue I am not having. Since I just went through a upgrade myself I can share my experience.

    First if you have a freesync or gsync monitor you want your in game VSync OFF and in your Nvidia driver you want it ON.

    Also you should be running in windowed fullscreen. It does work non-windowed but it is unreliable. Turn on you drivers on screen fps meter to help troubleshoot.

    Console here, XBOX One, and my FPS has also dropped making it just as nauseating as many other titles. ESO has always been my go to for “very easy on the eyes“ non-nauseating flicker/FPS. Perhaps it will stabilize and settle with a tweak or two. Sputtering occurs when BOTS are near. I watched one yesterday harvest nodes before they were visible.
