Imperial city rework

It is time for an imperial City rework!

In the last year we got the numbers of Imperial city instances reduced from 4 to only 2. Yet the population is still not really increasing.
Why is that so? Two of the main reasons why people are going to IC is PvP and Tel var. Yet the only thing really worth doing are the district bosses. So both pvp and pve focus almost entirely on those limited bosses. Which in bigger groups arent that rewarding afterall and you need to flip all districts in order to actually make decend tel var.

I think some simple changes to imperial City could repopulate it and make the fight for the capital worth it after all:

1. Defending or taking a district against enemy faction players should reward tel var similar to the offensive and defensive ticks of cyrodill
2. You should get a base amount of tel var from enemy faction kills based on the ap you get. Obviously decreasing the more often you kill them so you cant just base farm them. I think 5-10% of the ap would be a good value. So on an average pvp evening, when people are making 200k ap they also make an extra 10-20k tel var (worth 2-4 hakejos) if they can secure it all in the bank
3. The district multiplier should only effect the district you are in, giving the max multiplier if you can hold the district you are questing/fighting in. With the exception to the district bosses. So if you take a district you will get the same tel var for quests, challenges and deadra as you would now with all districts taken.
4. The sewers shouldnt be affected by the district multiplier since you cant controll what happening in the districts from down there.

In my opinion those changes would make imperial city worth it for people who like to pvp, pve and quest again!

If you dont want to participate in the fight for the districts you can explore the sewers. For those who want to take a district with some friends and defend it, it would be worth the effort. And those who manage to take all the districts will be rewarded with the ultimate loot of the district bosses (~17k tel var atm.) All in all epic fights for everyone and not the situation we have at the moment where everyones just piling up on the district bosses and get only small rewards.

What are your opinions on this? Does IC need a rework? Do you have some changes you would like to see?

    I go to IC every day, do a daily quest or 2 and then do a bit of a farm in the sewers on the way back to base.
    It is horrible when it is crowded during the IC event, no point going upstairs at all IMO.

    You wrong you want crazy delusional bad players whish like more campaigns while they are already empty, no telvar for a double kill but it's IC,the spawn is near... they come-back for defend the flag everytimes after the 1st death... 1vxing without getting telvar never bro, it's a no for me, they should come-back to 80% telvar loss and 10% by NPC like at IC release,100% telvar loss would make the game great again and not increase a lot the flowers cost.

    Get good most of the time (98%) i'm mag plar in IC gor 150 GB of edited videos everywhere not posted cause i use my broken cellphone with 200kbps and still manage to 1vX and make quit everyone,imagine the mayhem with a decent setup but it is an other subject..

    I prefer solo or small scale. I like the fact that when I'm doing my dailies that I have to quickly decide fight or flight when I see enemy players. I never do the bosses you're just asking to be ganked doing them solo.
    Also it would help to know what server you are on as populations can differ vastly between them (though I do conceed that PC EU pop is never big, but there are enough to keep it interesting IMO).

    its fine as it is. the only reason why ic is unpopular is a fear to be looted and you just want to implement an easy and safe tv farm. why would anyone waste time by killing players and bosses if it would be possible to farm stones just by flag flipping? you dont need 3-4 runes for personal purposes you want to sell them. am i right? i guess prices will go down and hakejos will turn into worthless rubbish like other mats if it will be too easy to get them thus you will have empty ic again because there will be nothing to do except questing

    You wouldnt get any telvar just from flipping flags. And you would also not get increased telvar from killing bosses or being in the sewers.

    The only change would be that pvp is actually rewarding in IC. I need way more hakejos then i could farm actually. I only play no-cp and having tri rune is a must. So yes its a little bit biased as well but dont you want tel var for pvping as well?

    you do want to get some stones along with ap as a reward for a flag cap this is how i understand it.
    pvp is rewarding if one can push out competitors from the city by force. a possibility to get stones by killing players may lead to abusing

    One of the reasons IC is unpopular is because people don't like losing TV upon death, and your solution is to... increase what makes it unpopular?

    I could give you all his background in the French community, but in short, don't even try to argue with this guy, he's probably one of the most narcissistic and toxic person I ever saw, and he doesn't comment to help any topic, just to tell you that you're bad, to stop complain because all complains are made by bad players, and to check his videos and copy his comments because he's the best player cross-platform.

    Problem with Imperial City is the loss of Tel Var upon death. Makes farming a nightmare, thats why there are so few people there. In Cyro you can die and keep your AP. In IC you lose a big amount of it. And in turn, this makes buying stuff with Tel Var an even bigger mess. Plus, you cant fast travel to your base to deposit your Tel Var without dying but instead, you need to take a long route.

    If ZOS doesnt remove the Tel Var loss, IC will be a dead zone till ESO servers get shut down.

    IC is high risk, high reward. Removing the loss of tel var would make it less enjoyable IMO. The possibility of losing half of what you are carrying is part of the appeal, the risk is what makes it fun :)
    Though they could do with adding more stuff you can buy with tel var as apart from hakeijos there is really nothing else worth bothering about.

    give us a pve only IC (with no ap and tel var and such), and zos will see that area surge with server traffic.

    What I would like to see is districts capture bonus to affect sewer, more alliance point you can get, new motifs,furniture or reward you can get when you kill bosses or open chest with key fragments and maybe a house in imperial city

    personally, I think the introduction of the flags, and along with it the removal of the ability to rez in any district messed up the gameplay...

    many of us were perfectly fine with killing each other over and over with little tel var gain involved...

    on ps4/na we all used to pile in to the arena district and fight...without question probably the most pvp fun I've ever had in this game...

    1). let us rez anywhere we choose

    2). allow the reach passive to once again include district platforms

    3). eliminate the re-spawn/t-bag timer

    I would also revert the tel var loss upon death process...it was fun trying to sneak away to get a npc to kill you instead of another player...

    pretty much all the changes they did years ago, actually sucked a lot of the joy out of IC...

    yeah, it turned out about as well as the re-work on the ayleid wells in cyro and that stupid balance breaking hammer (which almost always ends up in the hands of the lead or most populous (at the time) alliance...

    These changes make no sense and will not help.
    The idea to allow the full multiplier only in the district you are in would be interesting because that would hinder these little skeevers that always backdoor each boss and let others do the dirty work for them.

    But I think that the sewers being worthless for stones is one big weak point. The sewers should be affected by the city multipliers to encourage people to farm high and low. Or at least they should have a different kind of objective that determines their stone gain. I wish they would block people from infinitely spawning in their districts. This makes victories impossible very often. Send them back to the sewers where they belong and force them to face a loading screen for their folly.

    Right now, the city is very alive and has been so since I have started playing again some months ago. This might be because of Corona though.

    Would you please give me a break? :D I must/should sometimes leave that city. When my house would be in there as well, I would soon get depressed again after being exposed to the light and influence of oblivion for too long. I bet that house entranced would be heavily camped as well.

    If you've been to IC during the IC event, you know that a big IC population actually isn't that fun. Even right now people only go there as zergs or in the case of very good players as small but organized groups.

    What they should do is increase the Telvars that can be made in the sewers, specifically at Molag Bal, so population spreads out a bit more. Ever since the Soul-Shriven was available from the Impressario the reasons to go there are pretty much gone.
    This Bosmer was tortured to death. There is nothing left to be done.
