I'm as unsatisfied as most with ESO performance (and I play on PC-EU, if you know what I mean...) but targeting this patch in particular seems a bit misguided. This patch was about making the game folder smaller and improving load times. It was not a "performance patch". There are other actions planned for later this year.
This is not to say I have faith in ZOS' ability to deliver. I do not. My sub is cancelled as I wait to be proved wrong. It's understandable that people are upset and impatient when problems aren't fixed for years. But targeting this patch in your post could easily be answered with "we never said everything would be fixed in this patch".
Unfortunately, your only options are put up with it for as long as you still think it's worth it, or leave. If enough people are content to take the game as it is, not much will ever be done.
Our biggest focus for this update was further improving game performance, with an emphasis on frame rate stability, ultimately resulting in fewer drops in your game’s framerate. The combat changes you’ll see support this goal, which you can read more about in this forum post.

I totally agree that performance should get worse before it gets better, but this wasn't billed as the "end all, be all" performance patch.

ZOS devs dont have enough money or resources to fix the game. They thought they could fix it but its too late... unless they actually get the money the game actually makes... Thats your answer, if U thought they were going to fix it... well, sry m8 but U were silly and they made U a fool...

Redfall sure is at least the same genre, but Starfield holds no interest for myself personally. I doubt ZOS would ever admit that they were only giving ESO enough development budget to keep it alive, just so they could milk it for their "actual" projects.
