Would you be okay with it being glued to your butt if... it came with a strap anchoring it to your back? Hear me out... our weapons just magically float on our backs as is. If there was a strap across your back and over your shoulder, like one for a quiver, it would make sense that it would only flow from the waist down, you could even get different styles of straps with embellishments, and then your weapon would have a realistic place to hang from!
Imagine the LOTR movies, they had straps across their chest and back and their cape was pressed up against their back and side. It worked, or at least I thought it looked okay, and made sense.

The models and model animation are built around technology that is decades old, designed to allow for hardware that no one uses anymore, and the current game does not even support. The problem is that millions of characters and NPCs in the game are built on that technology, and it isn't a simple matter to just pop in new tech and head out to an early lunch.

ZOS wanted to do more with the character model than DX9 would allow, so they ultimately dropped capes. They just did not fit with the limitations imposed.
Now that they have moved off of DX9, that limitation has been relaxed. It is a simple matter (that is a joke) to redo all the character models, the character build, animations, and possibly even the textures, so they can add capes.

LOL. Provide a useful link that starts that the point the comments are made or at least note the relevent timestamp. People are not going to waste time going through an hour-long monotone video for a minute-long snippet. That is common sense.
Also, DX9 does permit cloth physics. SWTOR's minimum DX is DX9 and it has had cloth physics on capes since launch. So if that person in the video says DX9 does not permit capes or cloth physics then they seem to be misinformed.

I don't need an ultra realistic cloth flowing through the wind animation, just something that bends when you sit, dodge, and has some drag when running and falling/jumping.
Is that too much to ask?
Compromises:
"wraps" of sorts. they dangle slightly, some dont and just rest on your shoulders, and some just hang down to your lower back. Much easier to deal with clipping than a long to-the-floor cloak. Some visuals:
