There are some rude merchants and guild merchants in Alinor as well. I would say it goes with the lore of the territory: Summerset is a land with far too many people being far too full of themselves. However, most are quite friendly. Concerning the bank in Alinor, there are two clerks, and there is a reason why everyone is crowding the female one to the left. She heaps praise unendingly on Altmer customers, and she is friendly to the point of being flirtatious with all non-Altmers.

Admittedly it’s very realistic, his singing is obnoxious, slightly out of tune and he really does only know one song, but boy is he full on and irritating about it. Every bloody time I go in there.

I’ve tried talking to him and his shady crew of drinking scroungers but to no avail.

I've been told that once you've done his quest, you need to talk to him again, and then he goes away. I don't know for a fact, that was what a friend said when he figured out how to shut the idiot up. Oh - hmm. That didn't work for you? Weird....
