Your ISP could be throttling you. They could have brokered a deal with Netflix to allow more bandwidth for their service. You can run speed tests to you burn out your computer, doesn't mean that's what you can expect on demand.

I've used speedtest on multiple devices to check my speed and everything is ok on my isp side. On my friends in the US, all is good too, so it's definitely your poopy service that's at fault, ZOS. I'm paying an excruciatingly expensive monthly bill to play this game. What kind of service is this?
Don't give me "server load" bs because, like I said, all my friends in the US are having it full speed, some even ten times as fast or more than my Max speed, let alone my currently throttled speed.

Just give it time, close everything, even your browser. 1.7MB is bad, and chrome/edge, etc all will EAT it, especially chrome.
The first 20% or so is the actual large file update.
Then it installs the game, and it will speed up significantly.
It might then download some "mini-patches" to complete the installation.
Once you hit that 20%, on a normal, clean install, you're like 80% of the way done with the installation!
No idea on the "throttling", but it could be any number of things causing the connection to be slower, things that may be completely and utterly out of yours, mine, or ZoS's control. Speedtest goes to a close, local server, so if there's an issue, it wouldn't detect that. I'm not at home, but can you force a speedtest to a more remote server? Say one in the US, instead of one in Brazil?

With the toxicity in this thread I am surprised it isn't locked.
Don't worry you aren't the only one having problems. The problem for me was the PTS section of the game apparently caused a bug with the launcher even though it wasn't updating. Moved the PTS folder out of the ESO file tree and the problem stopped.
My guess is that the launcher looks for the files without checking if its PTS or Live and it bugs the launcher and update process completely resulting in slow speed, mysterious errors that lead to redownloading the same thing, etc.
If I were you I would try:
1. Disabling Windows Update service to make sure its not the cause of your slow download first
2. If you have the PTS downloaded, pause the download, exit launcher , then move the PTS folder out of the directory where you have ESO installed, restart it and see if it helps (worked for me and increased download speed + removed stupid file errors)

Or any of the other factors in between that you're conveniently ignoring for the sake of pinning blame on ZOS.Only thing I cannot test is ZOS side of the connection.
