Seeing all my friends downloading the game at full freaking speed while I have to see my download throttle to 200KB/s when it can go up to 1.7MB/s...
That's 1/8 if my top speed, that's already SUPER slow... Why am I being throttled? Because I'm not in the US? Second class consumer? I'm paying 62 bucks a month for this piece of software. Not 15. Take that into consideration and tell me why my downloads are so slow? My launcher has been opened all day and it's just now at 15%!
I've used speedtest on multiple devices to check my speed and everything is ok on my isp side. On my friends in the US, all is good too, so it's definitely your poopy service that's at fault, ZOS. I'm paying an excruciatingly expensive monthly bill to play this game. What kind of service is this?
Don't give me "server load" bs because, like I said, all my friends in the US are having it full speed, some even ten times as fast or more than my Max speed, let alone my currently throttled speed.
This is a shame, it's frustrating and disgusting.

I suggest you spend time talking with some IT professionals. My max speed is something like 100mb/s. Currently sitting at 38.x during the download right now (which is what? 30k times faster than your max speed?). Sometimes it'll jump up significantly, sometimes it'll drop significantly during the download depending on the current content being downloaded. Complex data takes longer. The ITs would have a better explanation than I can offer.
I very much doubt the issue is what you believe it to be.
If it were, there would be tons of people screaming.

Have you checked your launcher settings to make sure your download speed isn't capped?

Because exchange rates and salaries are not 1/1. I'm literally paying the same as an American if they were paying 60usd on matched purchasing power.
ZOS doesn't give a crap... It's paid fully expensive and it could be cheaper. Other games have it cheaper, zos can do it too.

But you see... Even at your slower speeds you're still literally going 20 times fast than I could, and almost 200x faster than I am... And that's with your 38mb.s, not the 100. See my point? I get they have heavy loads, but why unlock 38 for you and 0.2 for me when they could, say, unlock 36.5 for you(which would change almost anything) and ubkuck my full speed with would be 8x faster with that 1.5 extra?
Would it hurt you to download at 36.5 instead of 38? Because that would mean taking half a day instead if 1 week downloading for me.

I'm in EU on 150 Mbps which is 18.75 MB/s and on average I was doing 17.5 MB/s.
What damn throttling, I bet we were not even downloading from US but from EU data-center server.
Check you ISP, Torrents running in background, God knows what was throttling you.

Assuming you are in Europe that means you are currently right now in prime time. The reason your download is slow is because your neighbors are also home and you are on the same best effort connection.
It’s 2 PM eastern standard time. I’m probably pulling 200M+ right now. After 5PM it’s common to see that speed cut in half and I live in Voorhees, NJ which is located near Philly half way in between New York City and Baltimore which is about the fastest place in the world for Internet access.
ZOS has nothing to do with shared, non-dedicated Internet service.

About the OP's problem: I live in Brazil and haven't had much problem this patch. I'm downloading at more or less 8mb/s and I pay for 10mb/s.
