I've been of the school of thought that Staves should be split into elemental categories. But with this, I'm thinking it might be better to split them into role categories.

Offensive Staff
Restoration Staff
Splitting this into three categories as above could help keep things seperate and allow better utility for defensive uses.
Alteration Staff skill line could easily focus around defensive buffs and CC. Since it's pretty much what it does in, for example, Skyrim. Ebon Skin, Paralyze, Life Detection - all these spells are from Alteration tree.

This has been suggested many times before. Not sure why it hasn't happened yet. It would have made a lot of sense to leave Frost staves something like what they were before their tanking conversion and create an entirely new staff line for Alteration. They wouldn't even have to design new models for the 80+ motifs in the game.

ZOS, ice staff heavy is the ultimate trolling tool and while it's hilarious, you gonna drive away all the remaining 3 tanks that queue to random dungeon finder. So you must do something about the frost stuff. I'm not sure that even marking taunt part in red will help, because some people suck at reading. The safest bet would be just removing the taunt.

Ice staff taunt isn't very noticeable because it's hidden in the middle of a block of text under a passive.

Not denying that. I was implying that they have to suffer through bowtards who only la spam doing 3k dps in veteran dungeons and ice staff enthusiasts that draw aggro, get their dinner pushed back into their throat and complain to tank for not aggro'ing.
I'm also a Frost Staff enthusiast but I learned my lesson about Tri Focus long ago. Frost users definitely need to learn to read passives but the game still needs a Magic Tanking option for those inclined to not be shoehorned into Stamina.

No, the Frost staff taunt does not need to go, it is an excellent tool when used right and allows me an extra slot on my bar as I do not need to slot a ranged taunt, other than for a few isolated bosses etc.
I Frost staff tank on one bar and sword n board on the other, I do this on 2 of my 3 tanks and it works extremely well in almost all content, other than the HM, no death/score run environment - that only a tiny tiny % of the player base engage with anyway.
What may be a solution, is a change to the morphs so that it is clear one morph is for tanks and the other for dps.
suggestion: add taunt to frost clench, also give ice staff access to major fracture and major breach.
remove taunt from tri focus passive.
and while you're at it, prevent people with 1H/Shield from solo queueing as DPS. fine if you RP solo or queue premade, but it should have no place as Group DPS.recently i've had a bunch of SnB DDSs
