But do you really use ice staff taunt? Or rather, never had any issues with it?
I'm a bit tired of seeing this very topic being brought up pretty much every day on reddit. Same issues. It's clear that Tri-Focus effect isn't conveyed clearly to new players.

I do tank with a frost staff, the magica block means the by switching between sword and board and frost staff, I can hold a block for almost infinity. Take away the taunt and you kill my regen
While I don't know who is the bigger moron of the two: the one who tanks random dungeons or the one, who uses frost staff, but something is clear.[/b]

I would not mind the taunt being removed from tri-focus but I want the functionality to remain. I would actually prefer the taunt to be usable with all staves, or better yet, an actual tanking staff, with a full line of active and passive abilities.
However, I hope they do not try to take this away without giving a viable alternative. Once a player learns to use it properly, that taunt is one of the best tools in the tanking toolkit.

Not denying that. I was implying that they have to suffer through bowtards who only la spam doing 3k dps in veteran dungeons and ice staff enthusiasts that draw aggro, get their dinner pushed back into their throat and complain to tank for not aggro'ing.

It’s only a taunt if you choose to take the passive.
It’s not compulsory.
However, it is stupidly implemented. If ZOS want the frost staff heavy attack to be a taunt it should be something players can toggle that does not affect their use of other staff types (eg atm to use a frost staff and a lightning one a player must choose to have the ice staff heavy be a taunt if they want to benefit from the lightning element of the passive; it they don’t want the ice staff heavy to be a taunt they must also sacrifice the benefit of the passive for the lightning staff).
Additionally, it affects the ice staff user’s ability to recharge via heavy attacks (if they don’t want to taunt with it).
It, like so much in the game, is never clearly explained to players.

Every event zone chat is pretty constant with people asking what to do for the event. How about they L2R? Instead they ask someone else to type out everything for them.
No different from frost staff taunt -- players need to learn to read. There's only so much ZOS or any publisher should be obliged to do.

I've been of the school of thought that Staves should be split into elemental categories. But with this, I'm thinking it might be better to split them into role categories.

Offensive Staff
Restoration Staff
Splitting this into three categories as above could help keep things seperate and allow better utility for defensive uses.

Splitting this into three categories as above could help keep things seperate and allow better utility for defensive uses.
Alteration Staff skill line could easily focus around defensive buffs and CC. Since it's pretty much what it does in, for example, Skyrim. Ebon Skin, Paralyze, Life Detection - all these spells are from Alteration tree.
