Flame lash Off-Balance bugged

i do like the new change:
Flame Lash (morph): The special attack from this ability, Power Lash, can now also be cast on enemies that are Immobilized, and reverted the cooldown back to 3 seconds.
but its bugged with immobilizes. Rooting someone and flamelashing him doesent set him off blance now. Instead it power lashes, which is a good thing kinda. But in order for someone to be set of balance that person needs to sit in the root for at least 2 sec which will never ever happen. So the whole set off-balance mechanic isnt working anymore.
The easy fix for this is to let power lashes set people off-balance as well. Otherwise this morph is once again semi useless, compared to molten whip.
