But the final answer might be to divide it between both bars instead of doubling up the xp.
I voted no because there is nothing stopping a player from using only one bar and loading up the 2nd bar with skills just to level them. If there were a way to only apply XP to 2nd bar if it was actually used in the fight then maybe.
I really don't see it as much of an issue though. Not near as pressing as other things in the game.

There is also no way of stopping a player from purcharsing tens of alchemy/provisioning master writs and lvling up all skillines in one hour
