I thought I remember them saying that Greymoor is focused on “Western Skyrim” and they didn’t want to stray too far east. It made me wonder if they wanted to keep their options open to do Central Skyrim/Winterhold zones at some point.

Of course they will they said they want to do the entire continent eventually.
Central Skyrim is too large of an map to handle in an DLC. Solitude and such... Sure they were cool but they were not the iconic locations that Whiterun was. Whiterun holds (Heh, puns!) a very special place in TES history now, as it's arguably the most iconic city in any TES game now. Certainly in popular culture...
I wouldn't count it out yet... Unless, and I hope this doesn't happen, they pull a Falkreath again.
