I’ll never understand how they won’t just focus fully on fixing the game rather than shoving new content in our faces. It’s not fun anymore.

The major purpose of update 25 is to fix performance. Wait for update 25. If it's terrible... THEN complain.
They are quite figuratively doing exactly what everyone has been begging them to do for years... fully rewrite the spaghetti and fix it.

Read this very carefully and you might see the reason why those patches before didn't changed anything. The game is developed on PC's and tested there. Only after finishing it it's backported to the Console platform. This might work mostly for XBox (which at it's core is just a modified Windows 10 system), but the PS4 is a different system. The graphics UI is slightly different then W10's and the memory system is different as well (PS4 is running a Unix-oid system at it's core).
If you read the statement you see that they again developed and tested it on PC and that they are hoping that it will work on Consoles. It's very obvious that ZOS has no comprehensive testbed for their Consoles. You could see that coming over the last few years as the Console releases were becoming worse and worse. Improving Console performance, features or stability has never been a priority. We are simply cashcows to keep the game alive for the PC platform, nothing more, nothing less.

There is a fundamental difference in refactoring code to work more efficiently using modern methods and cribbing in a fix quickly between patches. U25 is a code refactor. They are rewriting the way things work completely for parts of the game.
A "memory fix" could simply be "oops we noticed a leak and I THINK i fixed it" kinda thing.(mostly you dont fix it quite that easily)
The PS4/PC issue @CassandraGemini mentioned can also apply though not quite as much as people think. PS4 has issues compared to PCs yes but anything that improves memory handling is generally an improvement on the platform.
