Unacquirable Tomes of Lore.. ?

Do I understand it correctly that some Tomes of Lore, general Tomes, aka not the ones local to a specific territory, can never be acuired? There are some titles like Areynn: The Unforseen queen, Warriors charge, The All-Beneficient King Fahara'jad, The Second Akaviri Invasion and others that cannot seem be found by any player of EbonHeart Pact, save for entering Cyrodiil. Myself and a lot of my friends are now deep in Veteran territories and all of us are mising exactly the same titles, and all known internet Lore guides are missing those as well.. Did any of you find any of those books while being from Ebonheart Pact at the same time? Any help would be greatly appreciated for we Love our Lore!
