How close to PVE enemies need to be to your level in order to be lootable after death? I'm level 39 - do I need to fight 34-44s for loot to drop?

I have looted enemies up to 7 levels higher than me.
What is written above are my honest opinions. If you agree then; "Great!" If you disagree; "Great!" I really couldn't care less either way.

I believe 5 is the lowest. So if you're 39 then 34 is the lowest you can loot.

Uhhh, the +7 I can speak for loot, I am sure I got XP, but I can't say if it was more or less, vs current lvl critters.
Oh, and I got lucky on that +7 lvl, I wouldn't try that normally, but I ran into him and didn't have much choice.
