I absolutely agree... I won't play MagDk anymore if this goes live the way it is on pts now. This is absolutely terrible for everyone who uses flame lash. Also sneaky nerf to volatile armor range... 7m. I'm sick of getting nerfed every patch. I should change classes thats just ridiculous.

And the solution to that should be introducing other stuns (ie, give Dizzy its stun back), so players aren't forced to use the off balance stun, or, rework the off balance stun so that it requires a fully charged heavy attack to proc (at which point it'll become unusable with 2H, at which point, give Dizzy its stun back).
The solution to that should not be adding a universal cooldown to off balance, that *** up multiple other skills and uses of it.

If we give OB a 15 second cooldown then the off balance weave combos will be completely useless =( Very few people even use this as a method to stun so I really feel like it doesn't deserve a nerf. I use off balance for my build. For now it does not look as a problem. Look on full picture. There are a lot of + and -, yes some changes, but it is hard to say is it good or bad. I think it is not a time to worry.
Stun now can land not such often.
Break free is more expencive.
Try to look in all of it.
It does not look as nerf for me. Yes it is some bad thing in it, but they add a lot off things to make it not such bad.
+- now is not as different.
Just some changes. But i can not say is it bad or not. I thought all will be fine.
Untill some new changes and bugs in future updates.
I wait in fear will it be new bugs in pts 5.3.1+ and hope , my skills work after it, no 9 month bugs again.
