Video Delay on Global Reveal Live Stream on Twitch

As I watched the Twitch live stream of the Global Reveal Event, the video was delayed about 15 seconds behind the audio. When I watch other Twitch live streams, audio and video are synchronized. Is there some reason the official ESO live streams would have the video delay?

Honestly, that sounds client-side

This was one of the few eso streams I've seen in the last year where the audio and video were actually synced.

If it's a client-side issue, why is it only the ESO stream that was effected?

15 seconds delay? Sounds like they were streaming via ZOS servers.
