I think that many people will probably consider the vampire skill line to be a new skill line. It sounds like they are changing it
quite a bit. Makes me wonder if they are going to remove the skill line if you already have it.
They are reworking the Vampire skill line in the same way they did with Werewolves. It's not a new skill line and it's not even a Chapter feature, it's a base game update. They'll add 3 more active skills, twerk the others a bit and call it a day.

Morrowind added a new class and battlegrounds.
Summerset added an entirely new skill line and Jewelrycrafting.
Elsweyr added a new class.
Based on that we should at least have gotten a brand new skill line.

You said July in your first post, that might have been a typo though.
They are throwing around console and PC dates, the overview page says March and June for me, the little text says February/March, May/June. Guess all of them are right due to the 2 week period for console launches.

we're actually getting 2 new skill lines, both of which tie into antiquities which is how you get the new mythic gear

We are getting two skill lines for Antiquities which don't affect combat at all. They're like the passive skill lines of TG/DB.
