I know numerous people that have bug reported this quest and, thus far, it still hasn't been acknowledged. Is this even on the developers radar?
While it's not technically required to get to Veteran content, it is part of the main story and prevents you from getting a Light of Meridia, an achievement, and the last Skyshard in Coldharbour. It's kind of important.
And it's been broken for well over a week now (closing in on 2 weeks). I don't know anyone that's actually completed this quest.
The actually design of the start of the quest is very lazy in its implementation. It begins with you going to find the first mate of some pirates that are stranded in Coldharbour. When you find him you have to protect him while he tries to get a door open. What happens after that is 3 waves of NPC's spawn behind a rock. It's extremely obvious that enemies are just spawning out of nowhere and most of the time the mobs will drop aggro and run back to the rock before they even get to you. If this happens, then you need to run down to where the rock is, aggro and kill them, so the next wave will spawn. If you don't do this then nothing will happen.
The other times the NPC's will aggro onto a random player as he runs by, resulting in the specific 2 - 3 NPC's you need running off across the map. Again, the next wave won't spawn until they die.
Assuming you get past all of this, after the 3rd wave the NPC will say something about getting the door open, stand up and then vanish... only to glitch out immediately and reappear in his previous position of crouching in front of the door. At this point, you cannot get in through the door, no further NPC's spawn and it's impossible to progress. No amount of re-logging, dropping and picking up the quest again, or other foolery will trick the game into letting you past this part.
