High Rock, Hammerfell and Wrothgar are utterly beautiful places.

Well.... DC, because Redguards and Bretons, Redguards being my top fav race. But also AD because of Khajiit and Bosmer.... closely following as secondary favs - though on my second account I actually have Khajiit in all three alliances.
Count at present (includes all characters on two accounts across both PC megaservers):
DC - 17
AD - 17
EP - 13 (because I haven't got the other 4 sorted out in my head yet)
I always play altmer in TES games, but in this one I compare the starter cities, and Vulkhel Guard outdoes Daggerfall and Davon's Watch in both convenience and ambience. Every time I try to start an other-alliance race, I emerge into one of those cities and think, "I don't want to spend time here."
When I started playing ESO my friend & I decided on EP as our Alliance so we could play together... just coz a red dragon seemed cooler than a blue lion or a yellow bird.
Dc, PvE and PvP, that where my Khajiit was adopted
Also I've PvP with all 3 Alliance on alt, I find that overall, even if the PvP level isn't the highest, we've amazing leader who make us reach high score when all people are motivated despite the fact we're often outnumbered and late, kudos to them, they made me love Cyro group PvP.
