There are some skins, and costumes you can play for - tho the selection is naturally rather limited as they want you to spend money in the cash shop for the dressup. Same for pets and mounts - a limited selection you can earn playing, and all the rest they want to see some cash for.Can I get skins, outfits, etc. for free, and can I get chips to change appearance, race and name for free?

Skins
———
The only free skins in the base game is the Crystalfrost and Soul-shriven skin (after Imperial City became base game)
If you own Morrowind, you can earn Fabrication Sheath from vet Halls of Fabrication.
If you own Summerset, you can earn the Z’maja’s Shadow Skin from completing vet Cloudrest.
Costumes
———
There are a handful of free costumes as you level, of varying quality.
Holiday events will introduce some earnable cosmetics such as the 3 Witch’s Fest hats, the 2 New Life hats, and Midyear Mayhem’s laurel.
Cyrodiil PvP gives access to the Gladiator costume, pet, and hat.
If you own Elsweyr, the end of the main quest awards a costume.
(Keep in mind you aren’t allowed to dye any Collectable costumes or hats without paying money.)
Polymorphs
———
There is one free polymorph from a base-game public dungeon.
You can buy three Xivkyn polymorphs from the Imperial City which was made into a free addition earlier this year.
Personalities
———
There are no free personalities with the base game.
If you own Morrowind you can obtain the Telvanni Magister personality through a quest chain.
Mounts
———
There are four horses, and 5 Indriks earnable with the base game. A plain brown horse is given when you reach level ten and the rest cost gold. Indriks require an immense event and ticket grind, but with this event you can earn the Nascent Indrik mount in full and get most of the way to one of the evolutions.
If you own Elsweyr, in theory you have access to a mount, but it’s functionally inaccessible for the majority of players due to how difficult the required achievement is. Some guilds will take on a carry for those with the money to pay for it if you desperately want the mount. Around 10mil gold I believe?
Motifs / Outfit Styles
———
Motifs can be purchased from players who earn them from DLC content, they are freely tradable though some cost significantly more than others.
BGs can award 5 complete outfit styles including weapons.
Occasionally vet dungeon will be capable of awarding outfit styles of their respective monster sets.
Holiday events more recently have been including outfit styles.
If you own Elsweyr, there is an outfit style earnable through various quests.
All cosmetics under this category are freely dyeable when used in an Outfit.
Dyes
———
There are many free dyes in the game, though obtaining any “true” color can be difficult and time consuming.
ESO+ Free Week
Most DLCs have introduction awards when you first enter their areas. This post has a pretty comprehensive guide to what you can grab quickly in the case you’re playing during an ESO+ trial period.

See above as to why I don’t include cosmetics that require an addition purchase. I did mention the Skeleton polymorph as a public dungeon reward. I’d forgotten about the pet so I’ll concede that one. I can update it with the potential pets and costumes from Morrowind, Summerset, and Elsweyr public dungeons in case they already own one or more of those editions.

What OP stated is open to interpretation. While most here, possibly in the spirit of Xmas, see just a question, what I read is a request to have sent free stuff... To be bought for OP by other people. In other words, begging
Seriously, when I read the title the first thing I thought was 'Did this guy migrate from WoW and is now begging for stuff here?'

ESO+ Free Week
Most DLCs have introduction awards when you first enter their areas. This post has a pretty comprehensive guide to what you can grab quickly in the case you’re playing during an ESO+ trial period.
You missed alot of items as you never covered dungeons or quest as you can get pet and polymorph from base game just by doing simple quest pet is an Dwarven spider and polymorph is of a skeleton
The skeleton you get simply by doing a quest the Dwarven spider pet you simply get by doing a Quest all within the base game it's not located in a public dungeon
Sanguine’s Demesne is a public dungeon, and where you obtain the Skeleton polymorph. Razak’s Wheel is also a public dungeon, and where you obtain Razak’s Opus.

If you own Morrowind, you can earn Fabrication Sheath from vet Halls of Fabrication.

Polymorphs

There is one free polymorph from a base-game public dungeon.
You can buy three Xivkyn polymorphs from the Imperial City which was made into a free addition earlier this year.
Personalities

There are no free personalities with the base game.
If you own Morrowind you can obtain the Telvanni Magister personality through a quest chain.
Mounts

Motifs can be purchased from players who earn them from DLC content, they are freely tradable though some cost significantly more than others.
BGs can award 5 complete outfit styles including weapons.
