"God of Schemes" - Uninteractable NPCs.

I have been stuck on "God of Schemes" for several days. After defeating Molag Bal, I went back to the harbourage and was told to speak to Lyris Titanborn. However, she is not in an interactable state.
I filed a ticket with customer support several days ago and received a standard, fob-off response which did not in any way address my issue. I didn't get any sort of "we're so sorry, we can't fix it, it's fixed in the next patch" or anything like that, just a sort of "sorry about bugs" message.
I can't imagine any MMO launching with no ability for customer support to modify quest statuses. It would be completely unacceptable for that to happen. Why isn't Zenimax support resetting these quests? I don't give a crap if I have to fight Molag Bal again, I just want to get this done.
This bug prevents progression of my character. I can't get to the veteran zones, because the mission completion NPC isn't interactable. I've completed every other zone bar the parts stuck behind bugged quests. I've even gone and collected all of the skyshards in Cyrodiil. Days without a response on this matter, on an absolutely game-breaking bug, is simply unacceptable. I appreciate that this is a new game, and I've been accepting of there being bugs - but a bug of this magnitude has to be resolved some way or another, either through CS intervention or a patch, far quicker than is the case.
