War Orphans quest

When Breda is giving you the quest, she mentions High Elves. But the quest is in Grahtwood. Shouldn't she say Wood Elves?
I've fought mudcrabs more fearsome than me!

    But... They're High Elves. They're clearly different from Wood Elves. Why would she call them the wrong thing? Makes no sense.

    So is Grahtwood in Valenwood or in the Summerset Isles? That's why I'm confused. I didn't look closely at the guy in Grahtwood to see if he's Altmer or Bosmer, and I usually click through the dialog so fast that I only barely caught that Breda said High Elves. But the quest takes place in Valenwood, right? Also, there's already a quest in Altmer land-- the mud ball merriment in Auridon. And there are nine New Life quests, one for each of the main races except Imperial. So shouldn't the War Orphans quest be a Bosmer quest? Are you saying the orphans are Altmer in Bosmer land? I'll have to read the quest dialog slowly next time.

    Grahtwood is in Valenwood, but this quest is about the High Elves from the city of Haven, a High Elven city, in the south of the zone. They travel to the Temple of the Eight to donate money or help out. The Priest Ormurrel you meet there is a High Elf

    The quest in Skywatch is about the local Wood Elf immigrants who brought along their own custom of throwing balls of mud, which I guess annoys the High Elves to no end :p

    Ah, I've just now been given the mud ball quest, and I see that Breda mentions Wood Elves. So the Wood Elves event is in the Summerset Isles, and the High Elves event is in Valenwood.

    Grahtwood is a part of Valenwood. The quest guy is indeed Altmer.
    As you said yourself, each race gets a quest. And since the Bosmer already have a quest in Auridon in the form of Mudball Merriment, that leaves the Altmer.
    The Orphans aren't Altmer or specified to be any race. They're just orphans if war and Altmer have a charitable tradition regarding them. The quest doesn't give us many details, but the most obvious interpretation would be: War in Grahtwood. Altmer get involved. Altmer have tradition about lending aid. It's specifically Altmer from Haven after all (Port City) who go on a pilgrimage deeper into the country.
    I do really suggest actually reading the quest dialogue if you want it to make sense. I mean you don't have to, but then it's on you if things don't make sense, not the game. :P

    Yes, I already figured it out. It's just that I happened to notice that Breda said High Elves, and I did a double-take.

    Edit: As others already pointed out, I kind of forgot that the mudball throwing is actually a Woodelf tradition.

    Bosmer war orphans don't need no stinking high elf money, what they need is their damn stealth back.
    Taking stealth away from the Bosmer is like taking magic away from the Altmer, making Nords allergic to mead, or making Orcs pretty.

    Alas, you forget that the general performance of Combat Bananas (tm) in Cyrodiil means there is a steady stream of new war orphans flowing in.

    What I find interesting is that the Altmer in Grahtwood has dark hair, and I thought all the best Altmers have blond hair. Could he be like that Altmer outcast or pariah or whatever he was in Summerset?

    They very well might be, but having never seen a kid in the game (orphan or otherwise), we have no way of knowing.

    I want to see the accountants ledgers.
    I suspect someone has been cooking the books, and absconded with the donations, probably living in some villa in Summerset, and engaging in subversive schemes keeping the servers stocked with balsawood RAM.
    The problem with society these days is that no one drinks from the skulls of their enemies anymore.
