Its possible that there are hundreds of similar tickets that get the same treatment regardless of anything but the key issue of having missed the tickets. OP took steps to avoid overflowing tickets by not looting, got scammed out of them due to an absolutely horrid daily ticket limit system, and got tickets rightfully given to them.
Tickets should be logged when picked up, not when manifested. You could offhandedly heal someone and if they kill a rift of those random daedra right after, that can count against your tickets. You could tag an enemy, realize you’re over the ticket cap, and anyone else can kill that enemy even if you completely leave and you’re now screwed out of tickets.
That is and will always be a terrible, unintuitive and user-hostile system. You can stop crying “lazy” when the system was designed to cut people out of tickets. I’m happy OP got the tickets they deserved to get today.

That's irrelevant to the question of who's fault it is that the system is the way the system is, which is what I discussing.
ZOS is the one who set the limit, even though higher limits would be more user friendly. Why? They want players grinding each event instead of saving tickets.
ZOS is the one who decided you loot your tickets when they spawn or you lose them, instead of giving players multiple chances even though they know this has caused problems for players (game crashes, bosses glitching, etc.) Why? They want players to grind out or buy missed tickets.
So sure, the OP failed to check their ticket count before they killed a boss. That seems rather obvious.
But the reason why we've had these types of discussions about losing event tickets nearly every event is because ZOS designed event tickets that way.
I can both acknowledge that the OP failed to meet the requirements ZOS has for getting event tickets AND acknowledge that ZOS' design for limiting and receiving event tickets is not user-friendly.

If tickets are given with the quest completion, user doesn't lose tickets when he fails to finish the quest (in case of game crash or something similar). He can just log in and talk to the quest giver again to finish the quest and gain his tickets.
If tickets are given with the memento, it is very easy for the user to find location where he will not be logged out for at least 5 seconds to use the memento and successfully gain his tickets.
That is not the case for tickets given in the first loot. Once user fails to get that first loot regardless of his intentions his only second chance is customer support.
