If you dont own DLC - then it is useless anyway since you will miss 5 pcs bonus.
If you have DLC & Summerset chapter - then it is probably faster to farm the jewellery & upgrade it.
^ The whole paradox of Gold Vendor. Pretty much only thing worth buying is DLC dungeon monster helmets.
Shoulders you can get easy from Undaunted Vendor.
Rings & necklaces can be upgraded (and if you dont have corresponding dungeon dlc, you will miss 5 pcs bonus).

why would you upgrade jewelry?
it would cost way too much to upgrade it from purple to gold- you're better off buying them with gold.
