I reformatted my PC, steam finished downloading ESO but once it attempts to run the setup a window appears saying "The Elder Scrolls Online is preparing to install....." Once the bar reaches 100 percent the window just goes blank.

I've tried restarting and I've also tried running the setup file directly from the folder instead of through steam. Steam's verify file integrity is grayed out and isn't available to be clicked. My internet's a bit slow and the game is pretty large so I haven't deleting it all and reinstalling.
