The attached video does not cover all of the steps for this solution, but it does cover most of them....so please read my full post before watching the video.

Whenever I clicked play game in my Steam library.....a window would pop up saying "Preparing to install Elder Scrolls Online" and then at 100% download complete....the little window would disappear and nothing would happen. After hours of going through countless sites I realized that the reason this is happening is because for some reason the Steam version is not adding a ESO Launcher folder to the Zenimax Online Folder in your C or D drive. Once the Launcher folder is in your Zenimax Online folder....you will be able to launch the game from Steam. For Windows 10 Steam users: (5:12 of the video) Click on the $IA PROJECT DIR$ folder instead of the D_ folder. You will see launchers (Launcher Folder) inside of the $IA PROJECT DIR$ folder. When you find the launch folder.....if you move it (copy it) into your main Zenimax Online folder.....you will be able to launch the game directly from Steam without anymore issues. The reason that Steam is unable to launch the game is that the main Zenimax folder is missing the launch folder inside of it.
