(I got AR/AA free with my Tamriel Unlimited edition of the game, and I picked my character races by aesthetics. While creating one character in each faction, so I could see the story.)but most players actually consider balance when choosing their race/faction.

You know, I played in vanilla WoW, and I don't remember this being a big deal. One side had Shaman, one side had Paladins. And both sides had egotistical raiders standing around in the center of town, thinking that everyone around them was admiring their flaming shoulderpads."alliance" and the other in pvp content "horde" is the fact your faction means everything to how the game works for you
Eh, faction meant very little in "how the game worked". I had characters of every race & class. Outside of (again) the skills of Paladins & Shamans, everything else was the same. You just got to do different quests through the zones. I really don't understand at all, what you're trying to get at.
