Sounds good to me since it's not like that would really cost ZOS any revenue. I never even got to see the rewards in game so I am amazed that there was 400 keys worth of stuff to get! But if you bought 400 keys worth of items then you should absolutely get that refunded to you if all the items were given away to everyone.

I'm not sure why you worry so much about the event, the event was cancelled because the servers couldn't handle it so if they fix the servers you can have event all day every day.
If all things all given to all players they won't be "Worth" anything and so commomn that no one would want to use it.
