UserID, nothing more.
It becomes an issue when people use the same information for various accounts (email, bank, etc), and although that is more the fault of the person, I think Zenimax should have foreseen this security risk and not made UserIDs public.

I just report the ones actually spamming my inbox. The ones on chat I just Ignore.
If we spam ZOS with too many reports it might delay any kind of procedure being taken to address this problem.

Just think about it: If Chat messages are that annoying for them, they propably flame or ragequit on the first wipe in a dungeon and other things that are actually annoying.

Disable zone chat - problem solved.
Make a extra chat channel without zone chat - problem solved, while still being able to view /zone (I make a group&tell chat for every MMO so I can ignroe guild and zone stuff)
Group up with everyone you want to roleplay with or use /say and you do not need /zone. At all.
If you really want to quit for that, be my guest.
