Dragonhold DLC -- Gotta Pay?

I keep seeing a message from Bethesda that the Dragonhold DLC is free for ESO Plus members but when I go to download it I'm required to pay for it. This isn't the first time I've had to pay for a DLC even though I've been an ESO Plus member for 6 years? Any ideas?

If you have ESO+ than the Dragonhold DLC is already active on your account. No need to re-purchase it.

There's no "download" for DLC or expansions in an MMO. All the content is updated into everyone's clients, all the time. Because even if you don't have access to it, the other players around you might be wearing equipment/riding mounts/wearing costumes from those expansions, selling you BoE items from it, etc.

Exactly this. You don't need to download it. You don't need to activate it. Just play it.

You can purchase it separately in case you discontinue your ESO+, that's why it's asking you to pay on the store. But you can just travel to the wayshrine in senchal once your logged in if you have +.

Eso+ allows you to travel and use those zones without purchasing them. You retain the option to purchase them if you want them permanently.

To access the main quest, don't go to the crown store. Open your inventory and then go to your collections menu, from there access the stories. This will allow you to access the first (or only in the case of dungeones) quest in the main story of the DLC you wish to use.

This right here. I usually am subscribed to ESO+ since launch, but I buy all DLC's with my excess crowns in case I let my subscription lapse. This comes in handy when I believe the game is not worth giving money to, like right now. If you intend on always subscribing no matter what, buying the DLC's is unnecessary; as, you always have access to them while you have an active ESO+ subscription.

Then I must be missing something somewhere. I haven't been given any new quests and see no apparent change to my existing situation. I see in the announcements that there's a new DLC (Dragonhold) but no quest givers. I wish ZOS would offer more info on the console instead of making people guess and/or wonder what's going on. I guess I'll just run all over the Tamriel globe in search of this elusive DLC.

ACCESS is free. But you don't own it.
ESO+ is a rental plan. You are renting all this stuff. When you stop paying, they stop letting you use it.

    It’s not rocket science, @FixedBlade123.

If you have ESO+ active on your account, then you have access to Southern Elsweyr and can port right now.

If you let your ESO+ lapse, you don’t have access ... and should either renew ESO+ or buy the DLC outright.

Having ESO+ and not being able to port to Senchal or anywhere in Southern Elsweyr would be highly unusual ... which you should immediately start an Online Support ticket.

You don't download DLC from the store. DLC is included in the patches. Everybody playing ESO has all the content in the game on their computer, purchasing it with crowns / ESO + just allows you access it. If you have not purchased it / have ESO+ you simply cannot enter that zone / dungeon etc.

Use Wayshrine, click on the wayshrine in South Elswyer. Or open your Stories tab and accept quest.

If you have ESO+ you have never needed to purchase DLC. You will need to purchase Chapters, however, they to turn into DLC after approximately 1 year of release.

If you're gonna run all over the globe looking, I would suggest starting in the new zone that wasn't there or accessable before... Just a hunch though. No promises.

Theres a cart by the stables outside Rimmen, as well as i believe carts/boats in each Alliance capital. I never found a quest giver outside Pellitine either, you will need to travel there yourself.

There is no quest giver pointing you to Senchal. Go to the DLC section of your collections menu and activate the quest there. You can then use either the carts in Rimmen, Mournhold, Wayrest or Elden Root, or just use the wayshrine.

I'm going to go ahead and agree with OP, simply from a storytelling perspective, that there should always be a "breadcrumb" quest taking you into a new zone.

There's definitely a middle ground between "Take the wayshrine to a place you've never been before and just happen to run into Sai Sahan right there" and "Stuga" that ZOS should be trying to hit.
