Serious question about EU

Ok. Fun is fun, we all love this game. but in all seriousness. Issues with PC EU are really causing population to drop. ZOS do you remember Meteor rains in Cyrodiil? Do you remember how this game almost died because of it? Our patience has limits to, don't make us wait to long for some improvements.
So my main question is: WHEN you will take some actions to improve PC EU performance? If we have to wait till 2020, then thanks but I'm out.

— They always claim they’re “investigating” the causes, but in reality they’re just waiting until the PC EU players go to bed. Once that happens, you can suddenly log in again and they happily mark the issue as Fixed.

I started playing this summer and no lag, no issues. It all started after this new "IMPROVEMENT" patch0 -
