Is there is add on to record non-PvP locations in Cyrodiil?

I'm not sure what you're asking...

There is a icon overlay layer for the map that you can toggle that shows all points of interest like dungeons, mundus stones etc.

At work right now, but when the map is open there is a settings or option menu where you can select what overlays you want to see ...

Yea on the map screen, click the funnel. Check "objectives" (unchecked by default)
